A federal jury has convicted Dwayne Alexander, a Philadelphia resident, for his involvement in the kidnapping and murder of a Wilmington man in July 2021. This conviction was announced by Dylan J. Steinberg, Acting U.S. Attorney for the District of Delaware, on June 5, 2025.
Court documents reveal that Alexander, aged 41, was a senior member of the Shotgun Crips street gang. The incident began with a conflict between Kimon Burton-Roberson, a lower-ranking member of the same gang, and the victim from Wilmington. Following this dispute, members of the Shotgun Crips attacked the victim at his home using blunt objects before binding him and transporting him to Philadelphia. There, they collected Alexander before proceeding to an industrial park in Yeadon, Pennsylvania. The victim was then executed by gunshot to the head with Alexander providing the weapon and sanctioning the act.
Alexander’s conviction marks him as the sixth individual held accountable for this crime. Others federally convicted include Kimon Burton-Roberson, Stephanie Bultes-Ramirez, Rodney Chambers, and Jamil Salahuddin—all awaiting sentencing. Josiah Rivera was tried separately as he was a minor at the time of the crime.
Acting U.S. Attorney Steinberg commented on this development: “This conviction marks yet another step forward on the path toward securing full justice for the victim of a brutal and senseless crime… Together we have sent a message that we hope reaches every corner of Delaware: violent gang activity in this State will be detected, investigated vigorously, and prosecuted to the fullest extent of the law.”
Wilmington Police Chief Wilfredo Campos expressed gratitude towards law enforcement efforts stating: “We appreciate… It is our hope that this latest conviction will continue to offer some degree of comfort to the family of the victim…”
The FBI’s Amanda M. Koldjeski also highlighted their role: “Dwayne Alexander committed a horrific and ruthless murder with his fellow gang members… Together we will relentlessly pursue justice…”
The investigation involved multiple agencies including FBI Baltimore Field Office’s Delaware Violent Crime Task Force among others while prosecution is being led by Assistant U.S Attorneys Michelle L Morgan along with Benjamin L Wallace.
