Three individuals have been sentenced in connection with a kidnapping and murder carried out by members of the Shotgun Crips gang, according to an announcement from Julianne E. Murray, First Assistant U.S. Attorney for the District of Delaware. The sentences were issued last week by Chief District Judge Colm F. Connolly.
Kimon Burton-Roberson, 32, who shot the victim in the head with an assault rifle, received a life sentence. Jamil Salahuddin, 22, who assisted in abducting the victim from his Wilmington home and assaulted him with a tire iron, was sentenced to 17.5 years in prison. Stephanie Bultes-Ramirez, 27, who drove the vehicle transporting the victim from Wilmington to Philadelphia and then to Yeadon, Pennsylvania where he was killed, received a 10-year sentence.
Court documents show that on July 21, 2021, following a dispute between Burton-Roberson and the victim—a 35-year-old Wilmington resident—gang members entered the victim’s home after midnight. They beat him with a tire iron and pry bar before binding his hands and forcing him into Burton-Roberson’s Jeep driven by Bultes-Ramirez. During transport to Philadelphia and then Yeadon under direction from Dwayne Alexander, another gang member picked up en route, they continued beating the victim before he was executed at an industrial park.
Following the murder, efforts were made to destroy evidence including cleaning forensic traces from the vehicle and disconnecting cell phones used during the crime.
Two additional defendants await sentencing: Rodney Chambers is scheduled for sentencing on December 22, 2025; Dwayne Alexander is set for January 27, 2026. Josiah Rivera will be sentenced in Delaware Superior Court as he was a minor at the time of the crime.
First Assistant U.S. Attorney Murray stated: “This crime was utterly depraved, and these lengthy prison sentences reflect the egregiousness of the offense. The Department of Justice hopes that this case will send a clear message to other would-be gang members: gang-related violence will be met with the harshest possible penalties for all involved, no matter how large or small their role.”
FBI Baltimore Special Agent in Charge Jimmy Paul commented: “The FBI is proud to work alongside our state and local law enforcement partners to ensure the violent gang members involved in this horrific crime are held fully accountable. We hope their sentencings, including Kimon Burton-Roberson’s life sentence, deliver a sense of justice to the victim’s grieving family,” adding that “this investigation demonstrates the FBI’s relentless determination to remove violent offenders from our communities.”
Wilmington Police Chief Wilfredo Campos said: “We appreciate the efforts of the Department of Justice to ensure that these violent offenders are held accountable for their actions. These lengthy prison sentences send a clear message that senseless violence like this will never be tolerated.”
The investigation involved multiple agencies including the Federal Bureau of Investigation’s Delaware Violent Crime and Safe Streets Task Force, Wilmington Police Department, Yeadon Borough Police Department, Pennsylvania State Police and Delaware Probation and Parole.
Prosecution was handled by Assistant U.S. Attorneys Benjamin L. Wallace and Michelle L. Morgan (now with Eastern District of Pennsylvania), along with others formerly or currently serving in related roles.
