Wilmington man receives prison sentence for interstate kidnapping conspiracy

Julianne E. Murray, U.S. Attorney for the District of Delaware, has announced that Donnie Taylor, a 21-year-old from Wilmington, Delaware, was sentenced to 144 months in prison for his involvement in an interstate kidnapping case. The sentence was delivered by the Honorable Richard G. Andrews on July 11, 2025.

Court documents reveal that on October 17, 2022, Taylor conspired with a juvenile and Kyaire Finch to lure a victim to a New Castle parking lot under false pretenses. Upon arrival, Taylor and Finch attacked the victim and stole his wallet and cell phone. They used a banking app on the victim’s phone to transfer $1,400 to themselves. Finch restrained the victim while Taylor drove them across state lines to Pennsylvania.

Upon reaching the victim’s apartment complex in Pennsylvania, Finch continued restraining the victim while Taylor and the juvenile accomplice entered his apartment. The victim managed to escape from Finch during this time.

Inside the apartment, Taylor encountered another individual whom he assaulted before stealing $865 and other items such as a Sony PlayStation 5. Following this incident, Taylor fled back to Delaware after evading Pennsylvania State Police.

Back in Delaware, Taylor assaulted an elderly woman and stole her vehicle before fleeing with his accomplice to Georgia. While there, he wrote himself reminders on his phone about staying undetected.

On October 20, 2022, Taylor led Georgia State Police on a high-speed chase which ended when officers immobilized his car using a PIT maneuver. Though he attempted to flee on foot afterward, he was soon captured.

“This was a disturbing case that began with deception and ended in brutality,” said U.S. Attorney Murray. She commended law enforcement agencies for their efforts in apprehending Taylor: “Our communities are safer because of their dedication.”

FBI Baltimore Acting Special Agent Amanda M. Koldjeski remarked: “Donnie Taylor’s dangerous crime spree spread through multiple states… This sentence should serve as a message… that we will not tolerate violence.”

Assistant U.S. Attorneys Kevin P. Pierce and Carly A. Hudson prosecuted this case with investigative support from several law enforcement agencies including FBI’s Delaware Violent Crime Task Force among others.
